Since the start of Russia’s full-scale attack on Ukraine, men between the ages of 18 and 60 have been banned from traveling abroad. Several categories of citizens were an exception to the general rule and could leave the country.
The list of documents that must be carried at the border and for these categories was recently changed, according to a message on the website of the Council of Ministers.
It’s about people with disabilities. The Cabinet of Ministers excluded the MSEK certificate from the list of documents for them. Thus, currently, disabled people are not allowed to cross the border based on this certificate. You will need to provide other documents instead.
The MSEK certificate contains information about the group and the cause of disability, the period of establishment of the disability, conclusions on the conditions and nature of work, recommended measures to restore working capacity, which are mandatory for enterprises, institutions and organizations. But at the same time, it does not contain information that allows identification of a person. In this regard, there is a risk of tampering with this document.
In order to prevent document fraud for people with disabilities, it was decided to remove the MSEK certificate from the list.
People with disabilities must have the following documents when crossing the border:
– a certificate confirming the relevant status;
– a pension certificate or a certificate confirming the appointment of social assistance, which indicates the group and the cause of disability;
– or a certificate for receiving benefits from persons with disabilities who are not entitled to a pension or social assistance, according to a model approved by the Ministry of Social Policy.
