The Investigative Committee of the Russian Federation for the Novgorod region announces the completion of the investigation of the criminal case against the former head of correctional colony No. 4 in the city of Valdai. We remind you that the man is accused of committing a crime under Part 2 of Article 293 of the Criminal Code of the Russian Federation – “Negligence leading to grievous bodily harm and death of a person, as well as a significant violation of the legitimate interests of an organization.”
According to the investigation, while he held the post, the accused neglected his duties to ensure fire safety and security of the material base of the institution. At the same time, he was reliably aware of the violations existing in the facility of the colony.
In December last year, one of the convicts deliberately set fire to one of the colony’s buildings. However, the non-fulfilled requirements in the field of fire safety by the management did not allow timely detection and extinguishing of the fire, as well as preventing the spread of smoke in the premises of the SHIZO. As a result, one prisoner died, the health of three more was damaged in varying degrees of severity. The institution itself suffered significant damage.
“Earlier, the department for the investigation of particularly important cases completed the investigation of a criminal case against a prisoner who committed arson,” reports the press service of the regional Investigative Committee.
At the moment, the criminal case with the approved indictment has been sent to the court for examination on the merits.
