Mayor Sergey Nadsadin held a meeting with the heads of the relevant structures, where they discussed the inventory of all playgrounds, children’s and sports grounds located in the city’s neighborhood.
Specialists remove defects and malfunctions, make a description, identify elements that are subject to repair or dismantling. Structures unsuitable for operation are removed from the territories of children’s corners and taken out for further disposal. As noted by Yevgeny Zolotov, director of the Department of Municipal Economy, all complexes must meet the safety requirements of the technical regulations of the Eurasian Economic Union that have entered into force. Over 600 yard areas have already been surveyed.
During the inspection, the actual condition of the structures is taken into account. At the same time, each element has its own normative period of operation. Even if outwardly the structure appears to be working, in some cases its service life cannot be extended. At the same time, many sites in all respects need to be updated for a long time – their gaming equipment is outdated or damaged.
The city administration has started work on adding playgrounds to the digital map of Yuzhno-Sakhalinsk. It will show all gaming areas located in public places, in the territories of residential buildings. The digital map will be published on the website of the city administration.
– The important thing: an electronic passport will be prepared for each object, including full information about the balance holder, date of commissioning, presence of rubber coating, number of installed elements, technical condition, as well as information about current or emergency repairs. This tool will allow you to quickly receive up-to-date data about the facility, including those responsible for its condition, – added Yevgeny Zolotov.
In Yuzhno-Sakhalinsk, several balancers are responsible for the playgrounds that are in the register of municipal property. The “Municipal Economy” department has commissioned objects located in public areas. Also, a number of facilities are served by MUE “ZHEU-10”. If the objects are located within the boundaries of the plots on which residential buildings are located, according to the current legislation they must be on the balance sheet of the management companies.
In Yuzhno-Sakhalinsk, we are also actively working on an inventory of playgrounds on the territory of all schools and kindergartens, sports and yard playgrounds, which are in the balance sheet of the Ministry of Physical Culture and Sports.
